The association created its international cooperation division – VNG International – 40 years ago to make Dutch expertise available to developing countries. At present, VNGi works to strengthen democratic local government in over 40 countries in East Europe, Asia, the Middle East, Africa and Latin America. As an organization that works exclusively on governance, VNGi brings world-class expertise to projects that improve the efficiency of public administration, increase citizen participation, promote accountability, expand access to basic services, strengthen community and city resilience, and minimize fragility and the impact of migration and conflict.
Funded principally by the Dutch government, the European Union, and the United Nations, a significant number of VNGi’s projects nevertheless receive funding from USAID. Among those projects have been the $800M Local Governance Program with RTI International in Iraq, the Cities Implementing Transparent, Innovative, and Effective Solutions (CITIES) project with Chemonics in Jordan, the Local Governance Project (LGP) with Deloitte in Tajikistan, the Democratic Governance East activity with Chemonics in Ukraine. At the moment, VNGi is partnering with Creative Associates to implement the Civic Engagement Activity in Ethiopia and with Tetra Tech to implement the project in former Soviet Georgia.
Now with the opening of its U.S. office, VNGi brings its experts, its networks, its local staff and local knowledge to the American market to form new partnerships and pursue small business set asides.

Following the example of VNGi’s daughter company in Tunisia (CILG), the new U.S. office draws on the depth of experience of VNGi’s experts and the breadth of its reach across 40 countries. Organized under the laws of the United States as an independent company, VNGi USA can draw on VNG International’s directory of Associated Experts, make use of the professional development training and capacity building facilities of The Hague Academy of Local Government, and can nevertheless make use of back-office support in the Netherlands as needed to keep costs low and compliance high.
Though a trusted partner of major U.S. prime contractors for years, VNGi’s expertise was limited to only the biggest of projects due to its status as a foreign company. Now, however, with its registration of an independent U.S.-based company, GeoCode waivers are no longer required, and VNGi USA can partner directly with other American firms without seeking a variance from USAID. That opens up a range of possibilities – from partnering on smaller projects and activities to pursuing small business opportunities.
The opening of our new U.S. office lets us contribute more of our expertise and more of our experience to those countries where the U.S. provides assistance. That increased reach also lets us to contribute to USAID’s localization efforts by introducing our network of local partners to its New Partnership Initiative (NPI).
